Ignoring implicit elements in the merge may drastically reduce the PCS set size #130

Currently, implicit elements are being merged along with everything else. From both a performance and reliability standpoint, it may be an idea to ignore implicit elements altogether in the merge. This makes sense from a standalone standpoint, but does not necessarily make sense from an API usage standpoint.

I will try it out and see if it results in any improvements.

This could also lead to performance improvements.
