Wallet proxy updates for Inactive Validators #116

The following endpoints should be updated to support wallets handling inactive validators:

  • accBalance: Add the suspended flag on accountBaker to indicate whether a validator has been suspended.
  • transactionCost: Add support for the suspended flag in cost calculations for configureBaker.
  • accTransactions: At least the documentation has to be updated to account for new transaction events (and special events).
  • bakerPool: Expose relevant suspended status.
