Is your feature request related to a problem? Please describe.

When items are READ restricted to specific ePersons, or groups, they are hidden on the DSpace search results for anonymous users and users from other groups.

For example, item A has an item authorization policy that is READ for the administrator role.
When an anonymous user does a search in DSpace item A is hidden from the search results.

Describe the solution you'd like

It would be helpful if organisations could choose to make restricted items visible in the DSpace search results to all users.

This would look like a preview of the item. All users would be able to see basic information about the item in the search results, but as soon as they clicked on the item they encounter a message informing them that they do not have authorization to view the item.

Describe alternatives or workarounds you've considered

A clear and concise description of any alternative solutions or features you've considered.

Additional information

Discovery platforms, like EBSCO, enable guest-user access, whereby guest users get a preview of items in the search results, but are unable to view the item page.

I'm not against this idea, but it would need to be made configurable. I'm aware that some institutions do not want items to appear at all when private or embargoed. This is especially the case if the restricted item is only temporarily restricted for embargo purposes, as providing even a preview may go against the terms of the embargo.

I definitely understand though how this might be useful. I just wanted to note that it would need to be done carefully & likely in a way that is configurable -- so that sites can choose which approach is best for them.

Needs a volunteer. The priority is unclear to me though, so leaving this unscheduled / unprioritized until others comment on whether this is desirable.
