Weird issue installing 1.0.220 on Windows Server 2019 #10233

Describe the problem:
Starting the week I installed 1.0.219 release on one instance of windows server 2019 in a corporate environment where I am NOT admin. No issues with the installation and still running OK.
Today I tried to install 1.0.220 in another windows server 2019 and it doesn't run. When finishing the installation y leave the check mark to run Tabby and the first error I receive is a window's pop up error that says:

This file does not have an app associated with it for perfoming this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page.

After that if I try to run Tabby from the shortcut or even the .exe, another pop up appears saying:

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

I uninstall 1.0.220 and install the 1.0.219 I downloaded earlier this week and none of this happens.
At this point I don't know if 1.0.220 introduced a change that make it incompatible with the system whereas 1.0.219 has not, or if is some unintended "bug" in 1.0.220.

To Reproduce:
Download tabby-1.0.220-setup-x64.exe, tabby-1.0.220-setup-x64.exe.blockmap
Installed tabby-1.0.220-setup-x64.exe on windows 2019 server in a personal folder where I am the owner
Get error at the end of setup
Get error trying to run the .exe directly
Uninstall tabby 1.0.220
Download tabby-1.0.219-setup-x64.exe, tabby-1.0.219-setup-x64.exe.blockmap
Installed tabby-1.0.220-setup-x64.exe on windows 2019 server in the same personal folder where I am the owner
Works.
