I created a draft proposal, clicked to save it as a draft, and then I could not find it.

Steps to reproduce

Create proposal
click "save as draft"
Click subsequent button
Look for Proposal

Actual behavior

Cannot find proposal

Expected behavior

Properly designed experience that lets me see the proposal

@nebojsajsimic This is a classic case of 'design debt' It can be fixed with some small changes to the navigation.

@bosko-m As we already sow, drafts are visible but on "wrong" place, when you enter Creating proposal, @m-i-k-e is the correct solution just to add info that draft version exist near button Propose Gov action?
