After getting request from Governance Tools working group and also from other community stakeholders, we should spin up the GovTool instance.
As we are approaching hard fork on mainnet we need to be able to support all readiness stages.

  1. Dedicated DBSync instance for PreProd - @aaboyle878
  2. Qovery configured - DevOps team
  3. Dedicated subdomain preprod.gov.tools - @aaboyle878
  4. Small code adjustments - @MSzalowski
