Add TS monitoring plots.

A TS monitor already exist but plots need to be added to it. The following are the tasks that need to be completed for this to work

• A producer to read in raw test data ( Add a producer for reading raw TS data. #49 )
• Data collector to send events to the TS monitor
• Raw data decoder that can be used to create more easily plotted objects
• Add a configuration that connects the TS producer, data collector and monitor
• Add ROOT plots to the TS monitor

Hi Omar--I forgot to follow up on this email earlier, sorry. I and maybe one other person will be working on this. For now, Andrew suggested waiting until the skeleton for the plotting code was finished before getting started, but I'll get on the plots as soon as that's done. The last person I asked told me that the skeleton wasn't done yet, but do you know whether there's any recent updates on that front? Best, Phillip Masterson
