[Arcs] Who rolls dice in crisis, and do they get to use Empath's Vision?

Sometimes, dice are rolled during a crisis. Example:

  Roll the event and number dice unless you just rolled them to resolve an Event card...

• Planet-Eater Loose

  Roll the event die again...

The question is: who roll these dice and can they use Empath's Vision to reroll?

Personally I feel this will be cool:

The player who is resolving the crisis rolls the dice. That player can use Empath's Vision to reroll.

1. when a crisis is caused by initiative player rolling crisis after an Event card, the initiative player resolves the crisis and roll those dice. (https://arcs.seiyria.com/#16.2-resolving-the-event)
2. when a crisis is caused by Council card. The securer of the Council resolves the crisis and roll those dice (https://cards.ledergames.com/card/ARCS-AID01B)
3. when a crisis is caused by Stonespearkers,, the Caretaker resolves the crisis and roll those dice

However this might not work if we decide that all the rules that apply to players shouldn't apply to whoever is resolving the crisis, as we decided in #33. hopefully there's a way to reconcile both...
