Strategy for changing territories

Countries, regions and cities change over time. Sometimes they split; sometimes they combine. Sometimes they just disappear.

For nested accounting, we may need to include historical relationships as well as current relationships. If a city was part of a region that split into two, we should indicate that it was part of the old region up until the split date, and part of one of the new halves after the split date.
