One requirement for the mattermost plugin is to granularly configure the notifications. At the moment we don't have this feature in the app except for Slack. Similar to the SlackNotification table we should add a NotificationSettings table. This table should also contain a service field so it can be used also for MS Teams and eventually Slack once that's refactored.
