Dropdown menus do not appear after opening a game

After opening any game and then closing it, hovering over the buttons such as "LIBRARY" or "COMMUNITY" no longer show the dropdown menus containing things like "Home" or "Workshop". It may also happen after just having the UI open for some time, but Im not entirely sure. The same happens with the buttons at the top like "Help" and "Steam" where you would access steam settings and such.

Steps for reproducing this issue:

1. Open game
2. Close game
3. Click any of the top left buttons (Steam, View, Friends, Games, Help) or hover over the ones underneath that (STORE, LIBRARY, COMMUNITY, STEAMUSER) and note that the dropdowns do not appear.

I suspect this is getting broken when you get "View News from Steam" or "View Notifications" changes. I'm not having issues after playing a game, but every time I've had it happen and restart Steam I always had notifications in at least one of those two spots.

That might be it instead of after opening a game. Im having trouble getting consistent results.

Notifications are not the cause on my end. Tested it with an unlocked game achievement and a chat message notification, and it did not break the menu for me. Playing a game (with and w/o gamescope) does not break it for me as well.

I'm having the same problem. I need to restart the client to make it work again.
