Creatable Resource Types don't respect current version

This bug is against 8.0.x only -

The creatable resource types coming from the backend do not look up the current version of resources, they look up all versions - so things like this happen. See also https://github.com/archesproject/arches/blob/dev/8.0.x/arches/app/utils/permission_backend.py#L180
