bug:where is the toolbar?

i don't see any tool bar, maybe im blind..
i don't see any setting to turn it on or off, so.... i don't think its turned off.
in particular i am looking for "use template".

is the tool bar the menu? its missing "use template"..
i think i am confused when the docs say the toolbar has buttons.... not menu items. i am looking for buttons....
