Steps To Reproduce

  1. Setup passkeys with 2 factor authentication on vault.bitwarden.com
  2. Set vault timeout option to "On browser restart"
  3. Restart browser, click Bitwarden extension icon
  4. Enter master password

Expected Result

Bitwarden prompts for a passkey which was setup for 2FA, as it used to do until a recent update

Actual Result

Vault is unlocked without second factor
