Add option to Save as Copy to tabbed page block configuration

Current Behavior

2023.9 added the option to delete or modify a tabbed page block by placing buttons next to the block name. 1416.

However, to save a copy of a tabbed block, the user needs to enter the Tabs configurator, untab the block(s) the user wants to copy, copy the block(s) and then tab them again.

Expected Behavior

Since we have already added the convenient option to delete or modify a tabbed page block, it would make it still more convenient to add the option to save the relevant block as a copy by placing a Save as Copy button in the same location next to the name of the block in the tab along with the edit and delete buttons.
