[Windows] [SC2] Bot unable to build building

Just set up and built the basic bot and launched it -- all 3 races are unable to build the building, instead sending the worker to the position repeatedly (and it just kinda hovers there with the movement arrows). After being sent, the building drops off the queue in the top left.

@EnnFour sorry, but it is broken long time ago and doesn't work with the latest game version. This is not the bot's issue.

@alkurbatov Does this mean that SC2 C++ bot dev is happening through an old version of the game? Looks like the last commit to s2client-api was 6months ago
