Create and run agents while the server up and running

Describe the solution you'd like
Maybe create a service to create an agent, and on-the-fly the server fetches the agent character description and then creates an instance from AgentRuntime.
That will help developers scale the solution; I mean we control the decentralized agents without turning down the node server.
