The oneseismic app fails to build using buildah due some kind of bug in the current nodeImage (AKSUbuntu-2204gen2arm64containerd-202405.27.0) used by the pipelinepool.

We have created a new pipeline pool for arm64, armpipepool2, running with the newest nodeImage (AKSUbuntu-2204gen2arm64containerd-202411.03.0) and the build now succeeds.

We have scaled down the old armpipepool to 0 nodes, but we'll keep it around for a while in case there are issues with the new armpipepool2.
