RIck Stumpf at NOAA suggested that the HABs portal should present blue-green algae first in any list of parameters, and also have this as the default plot. @cheryldmorse, who at RPS can advise on LOE?

@tslawecki - I spoke with Bob about this and we are probably looking at about 4 hours of time. The data is dynamic and in javascript objects so order is not preserved
