Incorporate feedback such as:

If you submit plugin for the first time, you don’t have signing key. You have to build the plugin but in the standard GitHub action there are a few lines of code but in this particular case you have to comment it out because you don’t have key, then your plugin gets sign in key, then you have to resubmit to get it signed with the sign-in key. This is strange when you do this the first time, not documented. Chicken and egg problem.
