Add Idempotency to submit endpoint

Handle the case when due to network failure or other such cases, the user hits the submit endpoint multiple times with same image.
Add idempotency to the endpoint. Note that Subscription based rate limiting should be done only on distinct request, these requests should not be counted in the successful hits.
