codecov workflow not leaving comments in PRs

Description

The codecov workflow seems to have stopped posting comments with the coverage report in the PR that triggered it.
The last PR with a comment is #2684
The workflow and codecov steps seem to be working as expected, just the coverage report comment is non-functional.

Steps to reproduce

Any new PR with a Build & Test / Test using Node 20 (pull_request) run will see codecov steps pass as expected but no codecov comment in the PR.
