Transaction page should default to the tab requiring user's attention

Users should be directed to whatever requires their attention. When selecting the Transaction page, most users will need to be directed to the "ready to sign" tab. In the case where the user needs to review transactions, then the "ready to review" tab has a higher priority.

Currently, the user is taken to the "history" tab when the Transaction page is selected.
