The migration to latitude broke some GHA workflows for the devops team in swirlds/infrastructure, e.g keytool is no longer installed which breaks our artifact checking

Discussion 11/05/2025 with Roger + Andrew seemed like it would be supported to get our own custom runner with these dependencies to get these runners back to working

Follow up with @nathanklick required; is a custom runner needed or are we able to update the runner image with the appropriate tooling?
