move root Taskfile tasks into examples kind-local, and update so that the root Taskfile is for build related tasks only

need to move root/taskfile.yml stuff under examples/kind-local, move examples/custom-network-config to examples/performance-tuning, create an examples/gke-network-config, move most of the HelperTasks.yml into ExamplesTasks.yml, then turn the root Taskfile.yml into build related stuff only. the root default command should just run the build, remove the scripts from package.json, should be able to use npx
