Context: community question, internal discussion

I noticed that even when registering a domain fails because of a "Repetition" (domain already exists) a new block is created. Is this correct, rejected transactions also create blocks?

Yeah, rejected transactions stored inside the blockchain

I think it's okay to store them. Actually as all transactions go through consensus and executor they may change the internal state of Iroha Network. So it makes sense to store them as well
