Brainstorm and generate visualizations for time to service request

Start with clean 311 time to service request data in the /Upload Folder/ folder in Dropbox.

Consider ways to visualize time to service request information and develop figure mockups. These visualization ideas will eventually be integrated in to the 311 data portal.

Note that this issue depends upon the cleaned population data and spatial crosswalk from Issue #15
