Is there a way to invoke a script to generate a commit message, for example after jj split?

No, but you can override the editor command.

Or alternatively, is there a way to set the commit message for jj split without opening the editor? Then I could just run jj describe -r @- -m "..." afterwards.

No, it's not implemented yet. #3060 has lengthy discussion. I don't follow the discussion, but we'll probably need to add --leave-message flag or make it the default behavior.
