Donate auger to sig-instrumentation

SIG Instrumentation has expressed interest in owning auger.

I fully support this.

There is some administrivia that needs to be sorted out before the project can be donated:

• All contributors must have signed the Kubernetes CLA. Instructions for signing
  • @jpbetz
  • @hongchaodeng
  • @wenjiaswe
  • @jingyih
  • @cheftako
  • @caesarxuchao
  • @Quentin-M
  • @vasrem
• We must have an acceptable license - Apache 2.0 is fine
• We need an official sig-instrumentation owner

@Quentin-M, @vasrem if you haven't already, would you be willing to sign the CLA for Kubernetes so we can donate auger to the CNCF along with your contributions? Signing the CLA is also useful if you ever wish to submit PRs to other CNCF projects (incl. kubernetes)

This is great, amazing work with Auger in the first place. I am pretty sure I have signed it given that I’ve contributed to various Kubernetes tasks - but I will make sure the email I used to contribute to Auger is on file shortly.
