[FEATURE ENHANCEMENT] End point to rotate secret #78

The user to have an end point to rotate database secrets used for validation.

This would mean if the secret was compromised it could easily be reissued. It also would allow for regular rotating of secrets, as is good practice.

The old secret would have to be supplied to allow the rotating of secrets
There should also be a secret_age date.
