No Bots -> No visibility

Add the ability when a users has no bots to hide all UI instead of showing no bots available.

I tried testing a user who was blocked, and they are still able to see the appbar icon, search through their history, see it in DM list, etc. One of our biggest concerns aside from access is quietly rolling it out to users. We don't want to broadcast to the whole company that AI is here, or we'll get inundated with requests. Is it possible to extend the current master branch with some code to hide things visually from a blocked user?
