Feature Idea: Boards permissions

1. Add a permission level between Commenter and Editor that can create new cards and edit the content of cards, but cannot change the schema of cards.

2. When a user who is bot an Admin or Editor creates a view, that view should be default only be visible to them. To avoid dozens or hundreds of "John's Awesome View Copy Remove unnecessary code from Makefile.  #3" cluttering up everyone's list of views. This could be something that could be enabled & disabled, but should be enabled by default.
