Bug: incomplete docker plugin release link

Describe the bug

1. We are missing the docker container identification, as described in: https://docs.github.com/en/rest/reference/packages#get-all-package-versions-for-a-package-owned-by-the-authenticated-user
2. We need the release asset link to point to the full tag: https://github.com/open-sauced/semantic-release-conventional-config/pkgs/container/semantic-release-conventional-config/11340638?tag=3.0.1

Steps to reproduce

1. Check the latest release: https://github.com/open-sauced/semantic-release-conventional-config/releases/tag/v3.1.0
2. The ghcr.io container link points to: https://github.com/open-sauced/semantic-release-conventional-config/pkgs/container/semantic-release-conventional-config
