XML Confusion in OGC CSAPI Reviewer's Guide

This public comment is respectfully submitted by the Web Service Technical Panel (WSTP) of the Defence Geospatial Information Working Group (DGIWG). This comment is specifically directed toward 23-053r1 - OGC API - Connected Systems Standard v1.0 Reviewers Guide. Under Terms and Definitions on page 14, there is reference to XML having an implementation for O&M (ISO/DIS 19156) as an essential dependency. Page 17 discusses the use of JSON or XML. On page 29 there is a reference that XML encoding is no longer required for OGC API – CS v1.0. The statements seem to contradict other reference to XML which need to be clarified: “The use of XML is deprecated in the OGC API - Connected Systems Standard v1.0” (page 38). Perhaps there should be a requirement to guide the use of XML as optional or not.
