Add ICB mapping and extraction to OpenSAFELY-TPP #847

Added to Questions for TPP document.

Summary of the situation

  • STP codes will persist after 1st July 2022, but will refer to ICBs
  • More information about this change is available here and here
  • There are some boundary changes which will mean that some practices will belong to a different ICB than would be expected from their existing (pre July 2022) STP code
  • Currently practice -> STP mapping is done using the mappings contained in a file, generated by us and then sent to TPP to integrate with the rest of the OS platform
  • This mapping represents a particular point in time, with retrospective mappings for practices that have since closed
  • This retrospective mapping process was carried out using data in BigQuery

Plans to accommodate the change from STP to ICB

Discussed with Helen 15/06/2022

  1. Identify the correct practice -> ICB ODS file
  2. Perform retrospective mapping process to ensure we have as comprehensive coverage as possible
  3. Send this practice -> ICB mapping file to TPP and ask them to include this along with the existing practice -> STP mapping
  4. Ask tech team to add a new function to allow the extraction of ICB

No need to chase TPP at this point - they will need the mapping file before they can do anything.

Update 16/6/2022 PM

Brian shared a link to an ODS update regarding STP->ICB reorganisation with a section entitled Publication of ICB changes. This section looks to contain relevant information about the release of ODS mapping files that we could use.

The following release dates are now confirmed

  • 1 July 2022 - ODS, APL, ODS Portal, DataPoint
  • 7 July 2022 - CSV weekly file
  • 29 July 2022 - CSV monthly file, XML

If you need data in the production CSV file format prior to its scheduled publication release date (7th July), you can use ODS ‘Datapoint’ application to generate a pre-defined report. This will allow you to export data that replicates the content and layout of the most commonly used ODS CSV files. This may be helpful where there is a need to access information about Integrated Care Boards (ICBs) or information at ICB level, in the interim period between ICBs being formally established on 1 July and the scheduled publication release date of 7 July.

Are any amendments required to OpenPrescribing import?

Not immediately relevant (as import of July data will be some number of months away), but will the OpenPrescribing import break if the STP column is replaced with an ICB column?

Update to docs once the STP/ICB functions exist

We will need to add to the docs once the ICB function exists so that users are aware of the switch from STPs to ICBs.

Here's a summary of pages with information about ICBs:

As far as I understand it, STPs are becoming ICBs, and CCGs are becoming "sub ICB locations". STPs/ICBs are "higher level health authorities".

Currently, we link practices to STPs through CCGs. This is done through an over-complicated process involving the STP partner organisations spreadsheet that was downloadable from the ODS other organisations page.

It should now be possible to do this just with data in epraccur.csv (from here) and eccg.csv (from here), since the 4th column of eccg.csv now lists the "higher level health authority" code, and I've read nothing to suggest that this won't instead contain the ICB code on the next release. We'll be able to get ICB names from eother_NameChanges.csv available on the ODS page on ICBs.

The next release of both epraccur.csv and eccg.csv is expected at the end of August.

There are a handful of boundary changes, which I interpret to mean CCGs sub ICB locations moving between STPs ICBs. These are also detailed in the ODS change summary spreadsheet. For OpenSAFELY (and OpenPrescribing) I would like to do nothing these, and instead wait for the next releases of epraccur.csv and eccg.csv.

Based on data in the files above, there are some practices that don't have a current ICB. These are all either:

  • closed
  • not a GP practice (ie not setting 4)
  • in Wales (or in just two cases, just on the English side of the border)

Questions:

  • what happens to patients in closed practices in OpenSAFELY?
  • does OpenSAFELY have data from non-GP practices?

Here's a CSV that maps practices to ICBs. It was generated with this SQL. Before sharing with TTP, we should work out how to communicate this change with users. See this Slack thread.

Instead of replacing the STP column, we'd like to add a new ICB column. The data has now been sent to TPP.
