What is the bug?
Search Relevance homepage briefly shows double headers when navigating to the page or refreshing.
I believe this is caused by the empty state not being updated to remove the extra heading under the new navigation.
How can one reproduce the bug?
Navigate to the search relevance page or refresh.
What is the expected behavior?
The page should not render the double headers before clearing it.
What is your host/environment?
Present in future playground.
