What's expected to ship with GraalVM for 21 (and in general GraalVM for <LTS-release>) moving forward?

What's expected to ship with GraalVM for 21 (and in general GraalVM for ) moving forward?
Are CPU releases going to include new features from the master branch or only bug fixes?

If new features are included what would be the process? Would new features be backported on demand (to release/graal-vm/23.1 for JDK 21)?

Are there any plans to release GraalVM for (or another variant of it) based on the latest non-LTS release tag, till the next LTS release comes out? E.g., to build GraalVM for JDK 21 based on release/graal-vm/24.0 branch?
