Enhancement Wellcome screen setup download behavior

I like the Idea behind the Cinnamon Wellcome screen. But I have a proposal

First Question - Network behavior:
How should cinnamon use the network on non metered connection?

• reduced network Transfer - (behavior like on metered data connection)
• normal - auto download update information 🔽[ Once a day ]
• extended - auto download update-information and download application (No auto installation)
• handle that for me - auto download and install updates 🔽[ Only security updates; everything ( if app open, do it on next close) ]

🔽[ update on next Shutdown - request update after refresh - request update after next reactivation from standby/screensaver ]
🔽[ detect metered data connection ]
On approving, update is running according the settings. (refresh apt, flatpak, applets, desklets, check driver, etc.)
