How should tags be used?

Hey, I'm currently looking into adopting this format for a formatter for Elixir's ExUnit and was wondering how the tags should be used. According to the schema, you can specify multiple tags with multiple tags. This leaves me with two options when building the XML for a test case with two tags:

    <P:tag>async</P:tag>
  </P:tags>

    <P:tag>integration</P:tag>
  </P:tags>

    <P:tag>async</P:tag>
