Mantis-Github integration

It's a bit difficult to contribute without issues to tackle. Obviously an integration that just ports over everything already on mantis here would be pretty neat.

Mantis Source Integration seems to be the right tool for the job, at least for versions 1.3.0+.

If there's a reason to keep tickets private - how does one go about getting added to the tracker?
