secure: trueでは本来はHTTPSでしか転送されないが、主要なブラウザはhttp://localhostのときのみこれを無視してくれる
ただSafariはそうなっておらず、開発時にログインすることができない
このため、開発時にはsecure: trueを付けないようにする
