Setup
Rancher - v2.9-ac80dbd08dd92b65627b36e8658c87ea661c1baf-head
Dashboard - release-2.9 e791050

Describe the bug
On AKS portal, Max NodeCount range is System pool: 0-1000, User pool: 1-1000
The same needs to be validated on Rancher UI.

unit tests in attached pr are sufficient to validate this fix. moving to done
