Bill to same as shipping toggle

f you checkout and set an address for shipping, and then on the billing page choose same as shipping , or your next order (or if you go back a step and change the ship to info) the toggle will still be on billing is same as shipping, but if you change the ship to info it does not update the billing info. I think the billing info is loading from a cookie rather than the actual fields set in the ship to form.

If you aren't using the bill to fields for anything then no problem I think, and even if you are as long as they aren't used for shipping not sure it matters.
