Is this intentional (ie: are they only for testing purposes, and not be used by end-users)?

It is kind of template for end users...

Tutorial how to use this package with various Siemens hardware is available on ROS Wiki

Ok, but should they be available in a siemens_experimental installed through apt-get?

No they are not necessary for binary release

Ok. We should probably add a note to the CMakeLists.txt explaining this, to avoid future confusion over why they aren't installed then.
