Wait until @twelch and @avmey verify that in-progress geoprocessing tasks will be viewable by the client (e.g. not restarted or duplicated)

@underbluewaters Confirmed that in-progress geoprocessing tasks aren't restarted/duplicated (ran the same long-running report in two browser tabs, checking the request cache keys and return synchronicity). Maybe this feature can be a project-specific toggle, so it can be disabled if it starts shooting off too many lambdas in a project.
