Cloud18 enable change dba and sysops via partner list

• Partner list should be send by BO
• Sponsor can request change of partner for dbops or sysops in the cloud18 setting section
• The partner user is inserted in api-external-credential & acl as role pending-ext-sysops or pending-ext-dbops
• Email to pending-ext-dbops pending-ext-sysops including: current pricing attach for the plan and email of the current dbops or sysops

The sale workflow:

Pending-ext-dbops or pending-ext-sysops get in touch with current sysops or dbobs to get information about the database usage of the sponsor and get to an agreement on pricing raise and delay if any. Following that process

• Sysops validate pending-ext-sysops|dbops using a variable cloud18-monthly-external-sysops-cost or cloud18-monthly-external-dbops-cost default.0 is changed to what was agreed with
• Email sponsor including new plan condition and role change quote-ext-dbops or quote-ext-sysops
• Sponsor validate the new terms and condition and the partner get role ext-dbops or ext-sysops
