Improve CR rejection for CALSTIS

In the cr rejection step of calstis, an initial guess at the flux is made by computing either the median or minimum of the stack of frames. This initial guess doesn't take into account DQ flags, so includes bad pixels in the initial guess determination. CALSTIS should not use DQ affected pixels in determining the initial guess.
