TST: Move over pipeline wrapper tests from tools packages

Packages are

• acstools
• stistools (xref initial commit/attempt at artifactory plus jenkins setup. Current je… stistools#48)
• wf3tools

Motivation: While pipeline + tools tests can all be run together in a nightly cron fashion, being separate as they are, we are unable to test whether a change in pipeline code will break the Python wrappers before merging a pull request (at least, not in automated way). This is especially important if pipeline API changes (e.g., rename/remove/add an option).
