The EC published a report in 2015 that among other things lists the authorities that were responsible for enforcing the ePD: https://digital-strategy.ec.europa.eu/en/library/eprivacy-directive-assessment-transposition-effectiveness-and-compatibility-proposed-data

While at least some of that will be outdated by now (Germany at least), it might still be a helpful reference.
