The User is not able to change his UI language of it does not have Permissions to the users section

Bug summary

I'm a user with the role Content editor (does not have permission to the users section) I can't change my UI language.

Workaround : Let the admin change the language for each user upon request.

Fix : add the language to the profile details next to edit and or give him the ability to edit his profile

Steps to reproduce

-Create a user with Group (Editor)
-log in with the new user
-you can't change your UI language
